Allow confirming runs on a stack locked by a push policy lock

Why: Applying from a PR before merge is common for us, and we need two things at once: one PR at a time per stack, and a person confirming after reviewing the plan. Today we can only have one of them.

Any one of these would work:

  1. Let users with the Confirm run permission confirm or discard runs that were queued while the stack was locked by a policy key, without unlocking. The lock would still block other PRs from queuing runs.

  2. Treat runs a push policy queues under its lock key as belonging to that lock, so the lock’s runs can be confirmed and other runs stay blocked.

  3. Let the push policy say a tracked run it queues may be applied without manual confirmation (for example, a confirm or autodeploy rule), with approval and plan policies still gating it at Unconfirmed.

Related: Expose GitHub PR state to approval policies for promoted runs. Together they would make promotion plus an approval policy a complete pre-merge apply workflow.
