Allow 'force apply' run

I want to be able to trigger an apply for a Stack regardless of whether changes have been detected.

WorkaroundPromote a commit with a dummy output
ProblemIf there are no changes detected, the apply step is skipped. However, there are cases where you want to force an apply run in order to update the outputs stored in Spacelift, or to run a specific script which only runs after applies.
