Allow promoting older commits

WorkaroundYou have to make a new commit on your branch to allow a new promotion. This causes delays and is annoying.
ProblemWe have multiple people working on the same stack and we frequently run into issues where you can't promote a run because the commit is older than the latest tracked run. This is super annoying.
