Auto cancel runs of different types and without the need of triggering a new one

ProblemThe PUSH policy enables canceling in_progress runs, but only of the same type and if in the same evaluation phase a new run is triggered, so e.g. cancelling a PR proposed run or drift detection proposed run in case a tracked run is triggered due to a merge to master/main is not possible, but would be highly valuable for two reasons
1. Limitate Runner exhaustion
2. Don't get drift detection notifications which came into while merging to master and which would be applied within the triggered tracked.
In conclusion:
Please enable
1. cancelation of in_progress runs of different types and less important but still necessary
2. cancelation in case no new run is triggered in the same evaluation phase
