Stack level access policy

We would like to be able to restrict read/write access to stacks using policy in the same space based on their labels.

WorkaroundSeparate spaces (we're prefer not to do this as we may end up with lots of spaces, increasing complexity)
ProblemOur use case is regionalization e.g. group A can apply changes to EU stacks but group B can only apply changes to US stacks.
