Support Force Apply with Cascade to Dependents in spacectl

spacectl stack deploy --id <stack-id> --force-apply --cascade

Workaround

1. Navigate to the upstream stack in the Spacelift UI. 2. Select Trigger → Trigger with force apply. 3. Select Cascade to dependents and trigger a run. 4. Wait for the upstream apply to complete successfully and the dependent stacks to execute.

Problem

When an upstream OpenTofu apply partially succeeds but the overall run fails, newly created outputs can exist in state and be visible in Spacelift without being published for downstream dependency references. This causes downstream runs to fail with errors e.g.: job assignment failed: the following inputs are missing: <stack-id>.<output-name> => TF_VAR_<input-name> Resolving this requires a successful apply on the upstream stack to republish its outputs, even when there are no infrastructure changes. Currently, there doesn’t appear to be a supported way to trigger a force apply with cascading through spacectl, making it difficult to automate recovery from these failures across large numbers of stacks
